Is it still safe to use the table or will I get icky industrial furniture glue on my hand if I touch it?
Is there a way to put the veneer back on? It seems to have been put on by some sticker-like adhesive that’s no longer working.

Normally the adhesive that’s used for that is a glue that melts with heat. Try putting it back with a hot iron. I would put an old towel between the verneer and the iron to protect the iron. You might get some glue on the table and you can get it off by scraping it.
As long as the supports are still ok it should be safe enough, you will have to get wood glue from a DIY and glue the sides back on,lay the table on its side and after applying the glue put a heavyish weight on top to hold it down and leave until it has adhered, that should work.
I would complain very loudly to Ikea no matter how old the table is. See what they will do. Don’t settle for the first bad answer you get. You might be surprised.
Norman is right, hot iron do the trick. If you get on hands just use nail polish get it off.
