The only way is by hard work with sandpaper or a sander. If these were old tiles, they will have been applied with a special cement adhesive that will not melt with a wallpaper stripper – only more recent wallpaper adhesives have been strong enough to adhere polystyrene tiles which I suspect your tiles were. Alternatively, you could cover the marks with a fresh skim of plaster.
We’ve encountered this problem several times and now if the tiles are in good condition, we leave them and paint over them as neither of us smoke, we don’t use naked flame heaters so they are not a hazard except in kitchens.
If it is just superficial marks on the ceiling without any protruding adhesive left behind, you can simply paint the ceiling over with paint or whatever fininsh you intend to apply.
If you do not intend to relay the ceiling with new ceiling tiles or other finishes and want to leave the ceiling painted finish, you can use an electric sander to grind off the remaining adhesive to achieve an even ceiling surface.
But if you are going to relay with new ceiling tiles and depending on the extent of adhesive intact, you may just need to apply adhesive onto the back of the new ceiling tiles and pressed the latter onto the bare ceiling.
