Can The Large Stamp Found On 20-stamp Books Be Used To Mail?

Please settle a bet. My wife is contending that the large stamp (that is adhesive) that looks like the cover when you buy a book of stamps is an actual functional stamp. She says that the office she works in receives mail with these all the time. I cannot find any proof online anywhere. Can someone help us out?

  1. No, it is not.
    The best way to prove it is to count the number of stamps in the book and compare it to how many stamps are supposed to be in the book (usually 8 plus the label on one side and 12 on the other). If you count the “big one”, you will come up with one extra.
